The Ruzizi dam, where the station is located, is heavily polluted with thousands of bottles, cans and other objects that are discarded upstream in Lake Kivu. The 90km (56-mile) long lake stretches along the border between the Democratic Republic of the Congo and Rwanda. Workers are trying to prevent the rubbish from clogging and further damaging the dam. One of the station’s four turbines already broke down in January and remains out of commission, while another plant downstream has also seen damage due to garbage. The combined malfunctions have meant that the power stations have seen a 20-megawatt energy deficit, leading to power outages in nearby cities. Jilin province, one of the most affected provinces in China, is scrambling to build a makeshift hospital with 1,500 beds to cater for the recent outbreak. In Hong Kong, which remains the worst-hit city in China, some 75 medical workers have been sent in from the mainland in an effort to alleviate the overwhelmed medical health sector.
