Abuse cases at Hong Kong children's care homes raise questions about residents’ safety

Police say surveillance video from the home showed infants and toddlers being slapped, hit in the head, pulled by the hair and tossed onto the floor. The chairman of the group that oversees the home's operation tells the Post it has begun implementing changes to ensure the safety of the children in its care.
