Typhoon Noru knocks out power, floods streets in Vietnam

Authorities evacuated nearly 260,000 people from their homes and mobilised around 40,000 soldiers and 200,000 militia members in preparation for rescue work. This came after the typhoon hit the Philippines several days ago, killing at least six people.
